Subject to correction, I *think* it was a join effort between David
(May), Tony (Hoare), Geraint Jones and others, possibily including
Michael Goldsmith and Roger Sheperd and very likely others. I don't know
precisely: there may be someone on the list who can give a definitive
answer. Several of the original designers of the transputer hang out on
comp.sys.transputer.
